The House of Representatives has started its multi-day consideration of H.R. 2578, the Commerce, Justice, Science Appropriations Bill.  Yesterday evening the White House issued a seven-page Statement of Administration Policy announcing its strong opposition to the bill, signaling the President’s intention to veto the legislation.

“So the bill was passed” reported the May 20 Congressional Record on the 217 to 205 vote of the House of Representatives on H.R. 1806, the America COMPETES Reauthorization Act of 2015.

The House Appropriations Committee has proposed reducing spending levels at the National Institute of Standards and Technology by 1.0 percent in FY 2016.

Tomorrow morning the House of Representatives is scheduled to consider H.R. 1806, the America COMPETES Reauthorization Act of 2015.  Yesterday evening the White House issued a Statement of Administration Policy on the bill, warning “If the President were presented with H.R. 1806, his senior advisors would recommend that he veto the bill.”

It took about one hour yesterday for the House Commerce, Justice, Science Appropriations Subcommittee to approve its FY 2016 bill providing funding for NASA, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and the National Science Foundation.  The 100-page bill was passed by voice vote without any amendments being offered.

The House Commerce, Justice, Science Appropriations Subcommittee meets tomorrow to consider its FY 2016 funding bill.  The subcommittee issued a three-page release this morning providing summary information on the 100-page draft bill.

House and Senate appropriators have held important hearings in the last two weeks on the FY 2016 budget request for the Department of Commerce.  Among the topics discussed at these hearings were the weather satellite program of the National Oceanic and Atmospheric Administration and manufacturing programs of the National Institute of Standards and Technology.

The Obama Administration has requested an increase of 29.6 percent in the budget for the National Institute of Standards and Technology (NIST), a component of the US Department of Commerce.  Under this request, sent to Congress on Monday, the budget would increase from $863.9 million to $1,119.7 million.

Congress is nearing completion of the FY 2015 appropriations cycle with yesterday’s House approval of a $1.1 trillion bill providing funding through September 30, 2015 for all departments and agencies with the exception of the Department of Homeland Security that will be funded through early 2015.  Senate action is expected within a day.
