The Senate appropriations bill for the National Institutes of Health would raise the agency’s $34.1 billion budget by 6 percent, while the House bill would raise it by a more modest 3 percent. In addition to their stark rejection of President Trump’s requested 22 percent budget cut, both bills explicitly reject the administration’s proposal to cap research overhead costs at 10 percent.

At a hearing on the National Institutes of Health budget request, senators firmly rejected President Trump’s proposal to slash biomedical research funding and pressed NIH Director Francis Collins on the proposed 10 percent cap on facilities and administration cost reimbursements.

The bill provides the National Institutes of Health with $4.8 billion in extra money over 10 years to support three of the Obama administration’s biomedical research initiatives, although this funding has to be approved annually.

The House easily passed the bipartisan “21st Century Cures Act” yesterday. Among its numerous provisions, the bill allocates $4.8 billion over 10 years to the National Institutes of Health in support of the Obama administration’s Cancer Moonshot, BRAIN, and Precision Medicine Initiatives, and creates a Research Policy Board tasked with identifying means of reducing administrative burdens.

Congressional leaders have said that passage of a “21st Century Cures Act” is a top priority for the remainder of the current Congress. This bill could provide a multi-billion dollar funding boost to the National Institutes of Health outside of the regular appropriations process.
