The House Commerce, Justice, Science Appropriations Subcommittee meets tomorrow to consider its FY 2016 funding bill.  The subcommittee issued a three-page release this morning providing summary information on the 100-page draft bill.

“The bill before us today will help us reclaim superior weather prediction and forecasting capabilities.  Our citizens deserve this” said Rep. Frank Lucas (R-OK) at last week’s markup of H.R. 1561, “The Weather Research and Forecasting Innovation Act of 2015.” 

Lucas made his comments during a thirty minute session of the full House Science, Space, and Technology Committee.  The bill was passed by a bipartisan voice vote with no apparent opposition.

“Weather forecasting is so vital and the work that you're doing in ocean mapping and exploration is absolutely essential. And we'll do our very best to protect you” said House Commerce, Justice, Science Appropriations Subcommittee Chairman John Culberson (R-TX) at the start of last week’s hearing on the FY 2016 request for the National Oceanic and Atmospheric Administration.

House and Senate appropriators have held important hearings in the last two weeks on the FY 2016 budget request for the Department of Commerce.  Among the topics discussed at these hearings were the weather satellite program of the National Oceanic and Atmospheric Administration and manufacturing programs of the National Institute of Standards and Technology.

A joint hearing last week by two subcommittees of the House Science, Space and Technology Committee provided an update on the status of a program to replace key aging satellites providing critical data used in weather predictions.  Among the witnesses was Alexander MacDonald, President of the American Meteorological Society, a Member Society of the American Institute of Physics.

Congress has completed the FY 2015 appropriations cycle with House and Senate approval of a $1.1 trillion bill providing funding through September 30, 2015 for all departments and agencies with the exception of the Department of Homeland Security that will be funded through early 2015.

President Bush's FY 2002 budget request would cut funding for the Commerce Department's National Institute of Standards and Technology (NIST) by nearly 20 percent. Support for NIST's in- house laboratories would increase, but funding for new Advanced Technology Program (ATP) awards would be suspended while the program is evaluated. Also part of the Commerce Department, the National Oceanic and Atmospheric Administration would see a 2.0 percent decrease under this request.

A recent Government Accountability Office (GAO) report requested by the  House Committee on Science and Technology’s Subcommittee on Investigations and  Oversight sheds light on years of technical delays, administrative mismanagement,  and the spiraling cost of the National Polar-orbiting Operational Environmental  Satellite System (NPOESS).
