Last week, the House Science Committee advanced bipartisan legislation that would launch a 10-year National Quantum Initiative to increase coordination and funding of quantum R&D supported by the Department of Energy, National Science Foundation, and National Institute of Standards and Technology. Meanwhile, in the Senate, leaders of the Commerce Committee have introduced a companion bill, and the Armed Services Committee is seeking to establish a separate quantum R&D program for the defense agencies.

After providing the National Oceanic and Atmospheric Administration with a 4 percent funding increase for fiscal year 2018, House and Senate appropriators are proposing 13 percent and 7 percent decreases, respectively, for fiscal year 2019. The decreases partly reflect planned ramp downs for NOAA’s flagship weather satellite programs and the end of one-time funding provided for the acquisition of new aircraft.

At a recent hearing, the House Science Committee explored NASA’s methods for estimating mission costs and managing projects to minimize budget and schedule overruns. The hearing follows a recent Government Accountability Office report that found the agency’s project management performance has slipped.

Funding for the National Institute of Standards and Technology’s research account would remain steady under the fiscal year 2019 spending bills advanced by House and Senate appropriators. However, the budget for NIST research facility construction would be more than halved from the elevated level the agency received for fiscal year 2018.

The White House has released a long-anticipated blueprint outlining over 80 recommendations for reforming, reorganizing, and streamlining the federal government. Among its proposals for science agencies, the plan calls for consolidating the Department of Energy’s applied R&D programs into a new “Office of Energy Innovation” and consolidating the administration of “small” federal graduate research fellowship programs into the National Science Foundation.

House and Senate appropriators are proposing 7 percent and 3 percent funding increases, respectively, for NASA’s Science Mission Directorate in fiscal year 2019. Within SMD, the House proposal would increase funding for Planetary Science by 24 percent, while the Senate proposal would increase funding for Astrophysics by 12 percent.

In their fiscal year 2019 proposals, House and Senate appropriators reject the Trump administration’s proposed 4 percent cut to the National Science Foundation and instead plan to boost it by between 4 and 5 percent.
