A fourteen-page document released by the Department of Energy on January 11 continues to build on a path forward for the management and disposal of the nation’s civilian and defense nuclear waste. This is important reading for anyone concerned about the future of nuclear energy in the United States.

As previously explained, President Barack Obama signed H.R. 4310, the National Defense Authorization Act for FY 2013 into law.  This legislation provides policy and budget guidance for the Department of Defense and the National Nuclear Security Administration (NNSA).  It does not provide the actual funding, which is contained in the yet to be enacted FY 2013 Department of Defense Appropriations Bill.

After Congress returns on January 6 it will need to vote on legislation to fund the operations of the federal government through September 30.  The staffs of the House and Senate Appropriations Committees will be working through the holiday recess to have final legislation ready for a vote in the House and Senate.  Current funding expires on January 15.

“There is nothing more important in our committee’s jurisdiction than your mission,” said House Energy and Water Development Appropriations Subcommittee Chairman Rodney Frelinghuysen (R-NJ) at the conclusion of a two-hour hearing on the National Nuclear Security Administration (NNSA.)  This hearing, the first by the subcommittee this year, reaffirmed the subcommittee’s bipartisanship, both in its support of the NNSA and in shared concerns about the aging of the weapons stockpile, the need to modernize the complex, and cost overruns.

The Research and Technology Subcommittee of the House Science, Space and Technology Committee held a November 13 hearing to discuss research activities at the National Science Foundation (NSF), National Institute of Standards and Technology (NIST), and the Office of Science and Technology Policy (OSTP).  Topics of discussion at the hearing included transparency in grant review, technology transfer, open access, and federal investments in science, technology, engineering, and mathematics (STEM) education.  Members were interested to hear witnesses comment on a discussion draft of the Frontie

Last week House Science, Space and Technology Committee Ranking Member Eddie Bernice Johnson (D-TX) circulated a Democratic discussion draft of the America COMPETES Reauthorization Act of 2013.  The draft bill reauthorizes the America COMPETES Reauthorization Act of 2010 and includes sections on government wide science; science, technology, engineering, and mathematics (STEM) education and diversity; the National Science Foundation (NSF); the National Institute of Standards and Technology (NIST); innovation; and the Department of Energy (DOE).

The  White House recently announced its intention to make nominations for three senior Department of Energy positions: the newly established Under Secretary  for Science and Energy, Director of the Office of Science, and Director of the  Advanced Research Projects Agency – Energy.

Under Secretary  for Science and Energy:

Franklin  M. (“Lynn”) Orr, Jr. will be nominated to be the Undersecretary for Science and  Energy.

Last  week’s hearing of the Subcommittee on Energy of the House Committee on Science,  Space, and Technology had twin objectives.   It offered the opportunity for subcommittee members, a senior official  of the DOE Office of Science, and two other witnesses to describe the  importance of the research that the Office supports.  It also gave the Members and witnesses a  chance to offer first comments on a draft discussion bill to authorize programs  and funding levels for the Office of Science in FY 2014 and FY 2015.
