Members  of Congress gave President Obama a standing ovation when he declared during his  State of the Union that “We need to teach our kids that it’s not just the  winner of the Super Bowl who deserves to be celebrated, but the winner of the  science fair.” The President highlighted  the importance of innovation and education as keys to America’s future  competitiveness.  He also provided a strong  indication about his likely request for S&T and education in his FY 2012  budget request, cautioning Congress against “cutting the deficit by gutting our  investments in innovation

“Success  takes time,” Senate Commerce, Science, and Transportation Committee Chairman  Jay Rockefeller (D-WV) said at the outset of a September 19 hearing entitled  “Five Years of the America COMPETES Act: Progress, Challenges, and Next Steps.”  The two-hour hearing heard from five  witnesses, one of whom raised a troubling new development posing a threat to  America’s future competitiveness.

“We  may be heading for a crisis in many industries if we don’t face up to this  issue” warned Rep. Rush Holt (D-NJ), Ranking Member on the House Energy and  Mineral Resources Subcommittee at a July 20 hearing on the nation’s helium  supply.  Holt’s opening comment came at  the start of a hearing entitled “Helium: Supply Shortages Impacting our  Economy, National Defense and Manufacturing" that received testimony from  an official of the Department of the Interior and industrial and scientific  witnesses.

The Department of Commerce recently released a report  entitled “The Competitiveness and Innovative Capacity of the United States.”  Section 604 of The America COMPETES  Reauthorization Act of 2010, signed into law by President Obama last year,  mandated that the Secretary of Commerce complete this study that addresses the  economic competitiveness and innovative capacity of the United States.

Members  of the President’s Council of Advisors on Science and Technology were briefed  earlier this month on the science and technology activities at the State  Department and were also given an overview of the activities of the US Chief  Information Officer.  Also discussed at  the meeting was the Commerce Department’s new report on “The Competitiveness  and Innovative Capacity of the United States.”

The Research Subcommittee of the House Science, Space and Technology Committee held a hearing on May 20 during which Members examined nanotechnology research and development and discussed the National Nanotechnology Initiative (NNI).   Both parties noted that the House of Representatives had previously passed a reauthorization of this Initiative but that the Senate did not.  There was bi-partisan interest from Members of the subcommittee to again attempt to reauthorize NNI.

Yesterday the National Science Board released a report that has long been viewed as “the gold standard” on the state of science and engineering in the United States and other countries.  This report, Science and Engineering Indicators 2014, is important reading for anyone interested in STEM topics, including education, workforce, national and international R&D trends, academic R&D, the global knowledge and technology marketplace, public attitudes and understanding, and state performance.

Early in his State of the Union address last night, President Obama highlighted the importance of basic research to American competitiveness.  Obama has mentioned the importance of research  in his previous State of the Union addresses, as did President George W. Bush in his own addresses, dating to 2006.
