The pouring of concrete for the base of a low-level waste vault signalled the beginning of major construction at the General Electric Company's Midwest Fuel Recovery Plant. Reprocessing of used nuclear fuel began at the 1,300-acre site in the fall of 1970, after a period of startup and test operation.
