As a non-profit institution, we do not make any money providing these photographs. Captain Foster (center left) presenting Kaj Strand (center right) with a replica of a dedication plaque. Kaj Strand was being honored as former Scientific Director of the United States Naval Observatory. The actual plaque is on a 61 inch astrometric reflector at the United States Naval Observatory Flagstaff Station. The presentation was made at the 28th meeting of the Division of Dynamical Astronomy, American Astronomical Society (AAS).
